On Wednesday, Carolyn obtained (from the very helpful "Dee" at 2105 N. Nebraska) the "Action File Recap" of the Code transactions at 6003 from the City computer. That summary runs sixty(!) pages.
Today I prepared a summary of the summary in Excel. It has sixty-two rows of data, albeit much of that is redundant. For instance, there are longstanding problems with more than one "accessory building" on the property; each of the many visits on that issue produced entries both for "accessory building" and for "zoning."

The spreadsheet discloses some interesting patterns.
Mr. Alverson had a warmup relationship with Code when they cited an extra toolshed on 3/16/06. The issue was marked "complied" on 4/13/06. Carolyn tells me the second toolshed did not go away, so "complied" is an euphemism for "nonfeasance." Davidson cited him on 9/22/09. It took a full year + one day (i.e., until 9/22/10) to get that second violation marked "complied." That time the 2d toolshed was gone.
Alverson was first cited for "accumulations" (of junk, trash, debris) on 6/19/09. That was followed by eleven further "accumulations" citations. These ranged from a single reclining chair in the right of way up to this and, after the citations started, this.
Throughout all this, Davidson and his superiors never collected a nickel in fines.
There also have been three citations for minor structural defects and three for overgrown weeds. And, of course, two for raw sewage on the ground.
Alverson must know he has nothing to fear from Code because he keeps repeating and rerepeating the same violations. As well, Code would rather let the violations repeat and rerepeat than bring a serious enforcement action.
Even at present, after somebody in a gray suit visited yesterday and Alverson immediately picked up the trash out back of the house, he nonetheless left the fence sections on the ground over the end of his sewer "repair."

Alverson was cited on 9/22/09 for fencing material "accumulations" so he knows better. Could be he really needs that fencing to help cover something up. Maybe even a cesspit. In any event, it seems that the gray suit had no more than the limited and temporary effect that Code "Enforcement" has had.
